There is pretty much zero effort on the Tomcat implementation. The odd bug gets fixed but if you want a production quality solution that is what Slide is for. The projects are spearate as they have separate aims. Tomcat's is to build a JSP/Servlet container, Slide's to build a WebDAV implementation.
