I don't believe that's true. The JSP spec defines Tag Libraries, and an
Expression Language (EL) that's used by the JSTL -- but I don't see a
definition of the JSTL features in either JSP 2.0 or 2.1...

But I'm sure someone will correct me if I'm wrong :-)
