Without knowing what version of Tomcat you're using, it's hard to say whether your config snippet is correct. In any case -- Is this a new installation, or one that's worked before and has broken? Do your logs show that the Connector started successfully? If yes to the above, can you successfully GET https://server:8443/? (eliminating firewall issues) If yes to the above, is it only file upload that's failing?
