Those files are to be used ONLY when Tomcat 5.5 is running on a 1.4 JRE/JDK. If you have any other combination those jars must not be present. They are not part of the standard Tomcat download, but do come with the Tomcat 5.5 compatibility package for the 1.4 JRE/JDK.
