That is actually where I started. I first went to the documentation
(of course :-) ...
After the download, unpack the .ZIP file into your webapp's
directory (or anyplace you want to put it). A directory named
JForum-<release> will be created, where <release> is the version,
which may be "2.0", "2.1.7" etc... this it just for easy version
identification.
You can rename the directory if you want. The next step you should
do is register the JForum application within your Servlet
Container, like Tomcat. This document will use the context name
"jforum", but of course you can use any name you want.
Since I'm new to Apache and TomCat I needed some clarification and

The answer I got was probably quite helpful to someone who wasn't a
novice Apache/TomCat user ...
For Tomcat/Apache, this probably means one of the following:
1) Create a jforum directory under your webapps directory with the
jforum distro init and update your Apache config to find this.
2) If you are merging it with an existing web application, you will
need to add in the stuff from jforum's web.xml with the existing
apps. (and fit the jforum classes/files into it).
So, now I'm trying to follow up to understand what really needs to
be done from the perspective of a Apache/TomCat user.
The JForum forum server is usually down or broken, so I came here
instead. I'm assuming that the JForum forum's server issues are not
a reflection upon the JForum software.
