I gave a shorter version so that the OP would not get confused with
full details, but you're right it could be possible that the Context
node is defined in /META-INF/context.xml also.

If the Context node is not required, how will he set the reloadable
attribute? I couldn't find a similar attribute on other nodes. I guess
you mentioned it for the sake of completeness.

Thanks for additional information, I'm sure they are important for the
OP to know.

The above is somewhat incomplete.

1) The <Context> element is not required for a webapp; many will run
quite happily without one.

2) The <Context> element would normally be in the META-INF/context.xml
file of the webapp, but can be overridden by placing it in
conf/Catalina/[host]/[appName].xml.

3) Putting <Context> elements in server.xml is strongly discouraged.

Also, note the following from the description of the reloadable
attribute:

"This feature is very useful during application development, but it
requires significant runtime overhead and is not recommended for use on
deployed production applications."
