You can try to add admin role to the roles attribute, as I show below sample
xml
<user username="admin" password="" roles="admin,manager"/>
From: [EMAIL PROTECTED]
Reply-To: "Tomcat Users List" <users@tomcat.apache.org>
To: "Tomcat Users List" <users@tomcat.apache.org>

the same in mine tomcat-users.xml & works properly
