Nope. It's one of the only entities defined in XML (&, <, >,
and ", I think).

I'm not sure why the OP thinks this is an error.

If you put & into an XML file, it gets treated as a single '&'. If
you want '&amp;', you gotta say '&amp;amp;'. <shrug>
