For 6.0, you need the attribute SSLEnabled="true" in your <Conntector>
element:

    <Connector port="56443" protocol="HTTP/1.1"
connectionTimeout="20000"
               maxThreads="25" maxSpareThreads="10" minSpareThreads="5"
               SSLEnabled="true" scheme="https" secure="true"
               clientAuth="false" sslProtocol="TLS"
               keystoreFile="conf/security/test.keystore"
keystorePass="**" />

If that doesn't help, post your <Connector> config here so we can look
at it.
