(Pretty much) here are the rules:
The owner of a gallery can set its permission to public or passwd or
private. If passwd, the owner specifies (i.e., sets) a gallery-specific
password. The owner can change this anytime they like.
Additionally, owners must (of course) authenticate themselves
(log-in) to administer the stuff they "own". Thus, if they set a gallery
to be private, only they can see it when logged in. (Until they log in,
they are just another member of the public.)

authorization rules were. I would imagine that includes changing
it on the fly. Changing the URL on the fly based upon the
authorization rules would be very awkward.
Agreed - it really depends on how dynamic the environment is, and only
Maurice knows the complete requirements.
