thats because the manager webapp accesses classes from $TOMCAT_HOME/server/webapps/manager/WEB-INF/lib/catalina-manager.jar if you place the classes in $TOMCAT_HOME/server/webapps/manager/WEB-INF/classes the manager webapp will be able to access those classes
