UserDatabase problem

Just installed tomcat-5.5.20 with JVM 1.5.0_09 on RHEL ES 4.0. I didn't 
find very much on the web about this error and wonder if any of you can 
help.

WARNING: User database is not persistable - no write permissions on 
directory

The entire tomcat tree is owned by tomcat and the server runs as user 
tomcat. I need to be able to access the manager and this prevents it.
