Try reading what David wrote again - manager is in
tomcat/server/webapps, not tomcat/webapps.

Changing the extension of tomcat/conf/[engine]/[host]/manager.xml to
something other than .xml rather than just deleting the file might be
more appropriate if you ever want to reenable the app.
