The .xml files on production are significantly more complex... Something would not necessarily jump out at me immediately, which is why I was wondering if anyone else had this experience :) I've been going through them manually though, just in case I get lucky.
I should mention too that nothing at all is getting logged to catalina.out. So is the general consensus that this is indeed an issue with Tomcat, and not Apache or a system setting? If the maxPostSize is being exceeded, there should be a log entry indicating such. Have you checked the server.xml on the production system to see what it does have configured for each connector?
