That was it. The following *MUST* be declared outside the <VirtualHost>
directive:

JkLogFile logs/mod_jk.log
JkLogLevel debug
As soon as they were moved outside the <VirtualHost> Directive the mod_jk.log
file has this allocation information written to it:
