It is right there in the second bullet of the key features in the release
announcement:
"Note that due to these additional checks, *Tomcat versions released before this
version of Tomcat Native will not be able to use OpenSSL based JSSE TLS support with this
release*."
The fix (passing a direct ByteBuffer rather than a non-direct one) will be in
the September releases. The current plan is that they will be available early
next week.

The Apache Tomcat team announces the immediate availability of Apache
Tomcat Native 2.0.16 stable.
I tried to update Tomcat Native to version 2.0.16 on a Red Hat 9 compatible
system. Unfortunately it doesn not work and reports this error:
WARNING: The Apache Tomcat Native library failed to load. The error reported
was ['int org.apache.tomcat.jni.Library.size(int)']
Version 2.0.15 loads like this:
INFO: Loaded Apache Tomcat Native library [2.0.15] using APR version [1.7.0].
I see that APR is recommended version 1.7.6 now but required is still 1.7.0.
