The new release, at least for me, is on dlcdn (verified yesterday,
still ok today for me) and https://tomcat.apache.org/ is up to date.
The web site pages weren't updating. Infra are moving to a new
publishing service so we might see the odd issue. Fix is to do a trivial
commit in the docs directory or below (not at a higher level as the
commit might get missed).
