Thanks. By later yesterday afternoon, I'd found other parameter structures to use as a model, and figured it out. I think I have HSTS taken care of now, and my guinea-pig server is working just fine with it.
But see my later thread about keeping manager either blocked, lobotomized, or physically absent when not in actual use. I find that I can turn it on or off from a jmxterm session, but I can't make it reload its context.xml, or get JMX to find the bean to turn it on if it wasn't present at Tomcat launch (or is protected by an ignoreDeploy). (If anybody has insights, please reply in that thread, rather than this one.)
