So you think this is more likely to be a problem with file permissions than 
with TLS configuration e.g. certs and stuff?

What is the actual symptom? For example, "Tomcat doesn't start" or "TLS 
handshake fails" or "client get 404 responses"?

Can you share any error messages that may be in the relevant log file(s)?

Thank you for your reply.  I really appreciate it.

I have checked my certificates and they are all valid.  When I try to access 
the data via the website using a browser, it causes a NS_ERROR_NET_TIMEOUT 
error.  The message below is from my Tomcat and Geoserver logs: 

Unable to obtain connection: Cannot create PoolableConnectionFactory (Login 
failed for user 'sa'. ClientConnectionId: . . .

It appears that I am basically locked out of port 8443.  I can stop and restart 
Tomcat and Geoserver without a problem.

I am investigating my firewall now just in case there is a problem there.

I hope this information helps.  I know it is not much but hope that it may 
point to a specific issue.
