We are currently using Tomcat 9.0.70 . I would like to know  what is EOL (stretched) for this version ?

None currently planned for 9.x

Based on the typical life time of a Tomcat major version it would be another ~3 years but as the last version that supports Java EE the plan is to keep it going as long as there is demand.

It is likely that extended support for 9.x will require increases in minimum Java version and that there will be other changes typically associated with a major version upgrade but that the Java EE spec APIs will remain unchanged. The current draft plan is about the time 9.0.x would normally be EOL it will be replaced by 9.10.x which will be (roughly) 10.1.x but with the Java EE APIs.

Secondly , we would like to know if moving to higher version of Tomcat e.g. 10.X would force us  to migrate to Jakarta specs instead of using the Java EE specs ?

Yes.

  Currently , we could not move to Jakarta specs for next 2-3 years , do we have any back word compatibility w.r.t. to Java EE specs with higher versions of Tomcat ?

No.
