Not a Tomcat issue. You need to contact whoever provided the file:
C:\Program Files\Apache Software Foundation\Tomcat
9.0\webapps\ROOT\WEB-INF\lib\sigar-amd64-winnt.dll

Attached the full error file.
We have not patching before many time but we are facing this issue only
this time , Requesting your help on this as this is stopping us to patch
our environment with latest one.
