The short answer is no. You are going to have to parse something and
then construct the URL from the result.
I can think of a couple of options.
1. https://tomcat.apache.org/doap_Tomcat.rdf
2. The download page
3. https://dlcdn.apache.org/tomcat/tomcat-10/
You might also be able to do something with a dummy Maven project and a
dependency on org.apache.tomcat:tomcat and an appropriate version range.
