Two solutions, neither are 'apache' solutions:

1. Set sticky bits on the permissions on the folder so new files created under it adopt it's settings.
2. Configure your ftp service to correctly set permissions on upload.

Of course, I don't see where any of this has to do with tomcat, hence the OT marker in the subject.
