While the history of 8.5 is true, the conclusion is likely not. The Tomcat committers generally support 3 versions of Tomcat concurrently. When Tomcat 10.0 is released stable (and it's pretty stable right now, actually), Tomcat 7 will be EOL'd. That's why the EOL date for Tomcat 7 has already been announced, because 10.0 stable is expected soon.
