This isn't possible out of the box.

Tomcat doesn't provide reverse proxy functionality.

Not possible.

This isn't supported.

There might be a third-party module out there that does this but I would want 
to test it *very* carefully. Reverse proxies are easy to get the simple stuff 
working and extremely tricky to get right for all the edge cases.

In your position I would be suggesting a different solution architecture where 
IIS was configured to go directly to each of the 2 Tomcat instances as 
appropriate.
