Sure, it's documented. That doesn't mean that everybody knows it. It's
*documented* that HTTP's default character encoding is ISO-8859-1 when
there is no Content-Type header, but apparently that's completely
surprising to anyone responsible for writing a web browser.

I could have sworn that "name" had been deprecated, but when I went
back to look, it was "name" specifically on the <a> element and not
just in general.
