That might not be be a Tomcat problem. Just import your project files into a 
new Eclipse project to regain a .project file. But this will probably not  fix 
your issue. To fix it, you have to define a new „Runtime Environment“ and a new 
server in Eclipse (see Window->Preferences->Server->Runtime Environments. To be 
sure download the Tomcat distribution again before defining it in Eclipse.
