The most likely suspect is this fix: 49464: Improve the Default Servlet's handling of static files when the file encoding is not compatible with the required response encoding. (markt) What is your system's default file encoding (or if you have done so, what is explicitly configured for the DefaultServlet?). The full response headers would also be helpful.
