No, because in this case, it is the *client* which can apparently not get these files from the original URL. The browser tries to get these files directly from that external host, it does not ask Apache/Tomcat to get them. This has nothing to do with your Apache httpd/Tomcat setup, they are not even involved. Maybe the host *on which you are running the browser* cannot access this external server, for some reason. Try entering these (original) links directly in the URL bar of the browser, and watch what happens in your LiveHTTPHeaders plugin.

There is some configuration information missing below : in
/etc/apache2/mods-available, there should be a couple of files : jk.load
and jk.conf.
What is the content of these files ?

That workers.properties looks old, and contains some deprecated lines :

     workers.tomcat_home=/tomcat
     workers.java_home=/jdk8


Also, you do not have a load-balancing setup, so I suggest to simplify
the
above and just have the following in worker.properties :

     worker.list=ajp13_worker
     worker.ajp13_worker.port=8009
     worker.ajp13_worker.host=localhost
     worker.ajp13_worker.type=ajp13

If you need the rest, you can re-add it later.

Another recommendation : use the browser feature (or plugin or add-on)
that allows you to see the exact dialog between the browser and the
server
(HTTP requests, HTTP responses, status codes, HTTP headers etc.). That
will
immensely simplify the debugging work.
For example, in Mozilla Firefox I use "LiveHTTPHeaders",
and with IE, I use "Fiddler2".
