I find it a little off-putting that you are a paid contractor trying to outsource your work to a volunteer community. I know the rates that BAH charges their clients. Much as a student should do their own homework instead of just posting their assignments to a public mailing list for volunteer help, you should do your own homework yourself. It's why you are getting paid and we aren't. If you have a specific question that you are having trouble answering, please feel free to ask it. But don't throw your whole security compliance spreadsheet on the list and ask us to review it and give you all the answers. Indecentally, by my quick reading of that spreadsheet, whoever is completing it does not understand some of the basic concepts of Java, networking, and security.
