And what is the full path of the CGI file? It should be: C:\Program Files\Apache Software Foundation\Tomcat 7.0\webapps\examples\WEB-INF\cgi\proxy.cgi And then you use: http://localhost:8080/examples/cgi-bin/proxy.cgi to access it.
