The 'official' release date is that date that the result of the release vote is posted to the dev list (using the UTC time zone) assuming, of course, that the release vote passed. The biggest issue with using the tags is that not all of them were released. For the record, I'm fairly sure some of the dates in the change log might are a day or two out.
