If you want to tune an application, first you need to create a repeatable test load using any tool you like. Then measure the application under load, and identify where there are problems. Once you have done this, come back to the list and explain specifically where the problems lie. Then the people on the list will be able to help point out settings that might improve load. Right now with the information provided, there is no way to know where the problem would lie.
