Its in ose.jar in server/lib. From looking at the tomcat logs, it don't see
any exceptions trying to load it or anything like that.  I additionally can
see tomcat reading the jar from the filesystem successfully.  The tomcat
manager entry for my webapp shows this:

Maybe it needs to be somewhere else.  Just a guess.
