tomcat sessions

I dont think my tomcat is configured correctly to use sessions. I send
jsessionid with each request, but it opens a new session each time. I found
this site: http://tomcat.apache.org/tomcat-4.1-doc/config/manager.html, but
it doesnt give any actual sample files. can someone send me a sample file
that has sessions configured to use jessionid as the session?
