I'm always confounded by people doing things the hard way. All you have to do is unzip the admin package into the Tomcat installation directory - no error-prone copying needed. Even so, if you actually did what you said, it should have worked - after taking Tomcat down, adding the admin role and an associated userid to conf/tomcat-users.xml, and restarting Tomcat. If you haven't changed much in the Tomcat installation, you might want to start over from scratch, just to eliminate any possibility that the copies went awry.
