There are a variety of reasons questions don't get answered, including:
no one has an answer; the question is so common that a simple search
through the doc, FAQ, or archives would provide the answer; the question
has so little useful information in it that it's impossible to formulate
an answer.

This particular query falls into the last category.  Of the other four
threads you've participated in, one was answered (with information
readily available in the Tomcat doc), two were about topics that are
covered in the FAQ/archives, and one you attempted to provide an answer
to someone else's inadequately constructed query.  For a purely
volunteer effort, that doesn't sound too bad.

Obviously something has changed on your system (or some connection that
your system depends on), otherwise the startup time would not be
different now.  Memory, CPU, disks, JDK level, OS patches, NIC cards?
Is the system (CPU or I/O) busy during these 13 minutes?  Is there a lot
of network traffic going on?  Do you have remote DTDs in your XMLs that
are now unresponsive?  There are a myriad of other possibilities, and
you'll need to narrow them down before anyone can really help.
