Content in webapp should take precedence on content of $CATALINA_HOME/conf/web.xml as stated in servlet specs about implicit mappings. At least that's how i understand the specs. The container is allowed to add it's own servlet and mapping but, except for implicit mappings defined in specs, they should not interfere with the webapp.
