Tim,

I got the same problem once.
I found out that you have to put the context files under
${catalina-home}/conf/{engine-name}/{hostname}

It worked for me and I got all the contexts working fine.
I found it on:
http://tomcat.apache.org/tomcat-5.5-doc/config/context.html
