Odd 404 error

I have Tomcat 5.5 running with IIS and everything is working. I have two sites 
running that are also using Struts but I just created a test site for a work in 
progress and am starting to get 404 errors. This new site is not going to be 
using Struts and when I attempt to access a servlet listed in the web.xml file 
I get a 404 error.
 
I've been searching past postings but haven't yet found a cause. Can anyone 
shed some light on this as to what might be wrong?
