That hasn't been true since FAT16 days.  The newer Windows file systems
use the long names by default, with the 8.3 form as an alias.  Unless
the OP is running on Win9x, this is a red herring.

Note that server-config.wsdd is not used by Tomcat itself - it's used by
Axis, so should be included with the webapp.
