If you look at the resulting link when you click on CONTEXT http://tomcat.apache.org/tomcat-5.5-doc/config/context.html
It gives you several options as to setting up your context. They all refer to the context.xml file, not the Server.xml file. I have found that placing my context.xml file into my application's META-INF directory works for me.
