You don't say what Tomcat version you're using. If you were running 5.5.x on JRE 1.4.2, there may in fact be something extra, not something missing. The compatibility package that's required for 1.4.2 execution should be removed when using JRE 5; the package consists of two jars in common/endorsed, and these should be deleted.
