Re-intalling will do you no good. You'd still end up with the same Apache. Re-building it, would, but that can be quite a task. Finding a newer version, differently compiled, might also be a good idea. Anyway, I'm not sure what is the loading order of modules, but it appears that staically linked modules load after dynamically built ins. And you have no control over mod_access.
