Here's how I've done it from a .jsp:
<% response.reset();response.setContentType("text/comma-separated-values;
charset=UTF-8");response.setHeader("Content-disposition","attachment;filenam
e=csvoutput.csv");%>
Skip the response.reset() if running from inside a servlet...
