Certainly a possibility.  (It's the weekend - no definitive statements
today.)

If you take out the leading slash, the href will be relative to the URI
of the page.

Do you have a servlet mapping for login.jsp somewhere?  Again, try
enabling the RequestDumperValve in conf/server.xml to see what's coming
in.
