I notice that configure for mod_jk reported it was building a connector
for apache 1.3. I'm thinking the apxs version I have is incorrect. I'm
running Plesk so I'll take
a closer look at what it installs.

Well, how did your compile apache and mod_jk.
--enable-shared=max when building Apache,
and then --with-apxs for building mod_jk, will for sure
build with any Apache 1.3.
