I have the same message when I try to deploy a war file that already exists.
I have to shutdown, remove the old war file and its deployed dir, copy the new war file and then re-start Linux Tomcat.
This probably has nothing to do with your problem but ... we never know ;-)

Using Tomcat 5.5 on jdk1.5.0_05 and developing on Eclipse 3.1 with the Web tools project 0.7 and no other plugins.
Please help me out if you know what's up.
