There is an admin.xml, balancer.xml and manager.xml, admin and manager do not apply as they will be located in server/webapps and balancer.xml has only a single line that doesn't look to me that it should preclude it from running from a shortcut. (doesn't matter I don't need it anyway). The thing is that none of the applications are coming up when I use a shortcut to the webapps directory but when I remove it, copy the webapps directory back to CATALINA_HOME and restart everything comes up fine?
