It was an error, so in windows you don´t have catalina.out, there you have catalina_log.txt as in the server.xml specification.
The other log file localhost_log.txt is intended to the localhost virtual server, that is, if you have several virtual servers, each one can has its own log file. Mauricio Fernández A.
